Didn't enter the ballot for an Arsenal game? Then you normally can't use the Ticket Exchange for it, because access is limited to members who entered and missed out. Arsenal may open the Exchange to other members for a specific match, and if it does, it says so on that game's ticket information page. Otherwise your late options are a Ticket Transfer from a season ticket holder or Platinum Member you know, or a hospitality package.

Arsenal's ballot opens roughly 6–8 weeks before a match for Silver Members and 4–6 weeks before for Red Members (timings compress for cup and early-season games); successful entrants then get a purchase window to complete payment.

Arsenal's Ticket Exchange is the club's own resale platform: members sell tickets they can't use to other members. It's a second chance for ballot losers, not a way round the ballot.
